The best hitch for a 2023 Toyota RAV4 is going to be the etrailer Hitch item # e23ZR. This hitch is custom fit and bolts to your RAV4 with included hardware. I really like this hitch because the crossbar is concealed behind the rear bumper and the 2" receiver is all that is visible.
This is a class III hitch with a 2" receiver. It has a 4,000 lbs towing capacity, and a 600 lbs maximum tongue weight. This hitch can be used with a weight distribution system but it will not increase the towing capacity.
I have linked an installation video below along with a couple of pictures so you can see what this hitch looks like once installed.
If you are planning on towing you will also need a wiring harness item # C56434 and a ball mount kit item # C45534.
