Thank you for your service!
Sounds like you're needing the Hollywood Racks Sport Rider SE Bike Rack for 2 Electric Bikes # HLY74FR which fits 1-1/4" Class II and 2" hitch receivers. This rack can hold up to 80 lb bikes with a max tire width of 5" and a max 60" wheelbase. The Sport Rider SE is the only rack I know of that meets or exceeds everything you're needing in a bike rack - the only thing you need to confirm is whether you have a Class I or a Class II hitch receiver.
Technically this rack will fit both Class I and Class II receivers, it's just that Hollywood Racks essentially is saying that a Class I receiver won't be strong enough to support the 54 lb rack plus the weight of the bikes.
Attached is a review video for you to check out.
