Does Blue Wire of 7-Way Need to be Connected to Something for Brake Controller to be Installed
Question:
I had a 7 pin wiring installed by a professional and assumed it came with a brake controller. After looking at the wiring I noticed the blue wire is just taped up and connected to nothing. My understanding is that I this is the brake controller and will work without the blue wire connected, is this correct?

Your 7-way did not also include a brake controller based on what you described. The blue wire you mentioned would have been wired up to the blue wire of the brake controller. Not every trailer that uses a 7-way also uses a brake controller which is why unless you requested to have one also installed it would have been left off when you had the 7-way installed.
That said you could use the Curt Echo Mobile Brake Controller # C51180 you referenced pretty easily. Instead of the blue wire being connected this only needs the 12 volt accessory circuit activated to power the controller and it provides it's own output circuit. What that means for you is that this controller would just need to plug into your 7-way and once synced to your smart phone would be ready to tow with.
