Relays are difficult to check. Really the only way to do it is to get a relay you know works and try it. If that does not work, it is possible that there is another fuse or relay associated with the 12-volt circuit. Using the owner's manual and/or legend on fuse box lid you can determine if there is another to check.
If your truck only came with a 4-Way wiring harness initially then the wire for 12-volt power is probably not run back to the connector. Trace the cord back from the trailer connector towards the front of the vehicle where it plugs into another harness. Use a circuit tester, # PTW2993 if you need one, to test the pins on the forward side of the connector. If the 12-volt power is not getting to that point then there is a wiring issue, broke or loose connection you will need to track down.
If there is power getting to that point then there is something wrong between that connection and the trailer connector that you will need to pin point and fix. You can test for this by testing along the 12 volt power wire from point A to point B every so often. Once you find a dead spot you will be close to the issue if it is in the wiring.
