I went ahead and checked out the owner's manual for your 2017 Ford Explorer, and if you have the 2.3L EcoBoost engine, you can not flat tow this vehicle, however if you have the 3.5L DuraTec/ 3.5L EcoBoost engine, then you CAN flat tow this vehicle.

To be able to safely flat tow your Explorer, you're going to need:

-A base plate kit, like the Roadmaster Direct-Connect Base Plate Kit # RM-524446-5.
-A tow bar compatible with the base plate, and can support the GVWR of your Explorer # RM-422.
-A braking system # HM39524.
-Tow bar wiring # RM-152-98146-7.
-Safety cables # C80176.
-A battery disconnect switch # RM-766.
- & a high-low adapter like # RM-048-10.

You'll want to measure for your vehicle's rise and drop before choosing a high-low adapter; I have included a help article detailing you can do this
