What warrants the difference in price between #63153 and #52018 ? Please explain compared pros and cons of each.

The Surco carrier that you mentioned is no longer available. The Tow Ready Cargo Carrier, part # 63153 has a shank that slides into the hitch receiver. It has an angled shank that raises ground clearance by 2-1/2 inches above the top of the receiver. The shank is 12-3/4 inches of clearance between the hitch pin hole and the carrier.
The Surco Carrier offers an optional folding adapter, part # 52015 which would allow the carrier to fold up against the rear of the vehicle. This adapter could be used with the Curt Railed Cargo Carrier # C18150 to give you a folding option.
