You can support a Thule Hull-a-Port on your 2017 Jeep Wrangler with a roof rack. This roof rack will consist of the following:
Thule WingBar Evo Crossbars - Aluminum - Black - 60" Long - Qty 2, part # TH711520
Rapid Gutter Feet for Thule Crossbars - Rain Gutters - 11" Tall - Qty 4, part # TH93ZR
Once your roof rack is in place you can install the Thule Hull-A-Port Kayak Carrier w/Tie-Downs - J-Style - Fixed - Side Loading, part # TH834. This roof rack has a weight limit of 165 lbs. The Thule foot you attached to your question, part # TH75222479002, will not fit your vehicle.
