You are correct, at this time the only option for an 8k hub drum with 5/8 inch diameter wheel studs would be a Dexter with the part #DX46XR which comes with new bearings, races, and seal.

I looked up pictures of the 2015 Towmaster T-20D and was able to determine that it came with basically a white version of the #AM22461 so this would work great as a replacement solution.

I was not able to pull up any wheel info on your 2019 Eby Roughneck but if your trailer has matching specs it could work. The trailer wheel #AM22461 is a 17-1/2 inch by 6-3/4 inch with a bolt pattern of 8 on 6-1/2 inch with an offset -.05 inch.
