Pin Out for Brake Controller Install Harness that Fits 1999 Chevy Silverado

I installed par tReese Towpower 7805011 Brake Control Wiring Harness and Reese Pilot Brake Controller, Black 74378 to my 1999 Chevy 1500 z71 with factory towing options so it plug and play to my vehicle. The problem i am having is it only activates my trailer brakes when my automatic lights turn on at night and locks the brakes up light its getting brake to the trailer when they arent pressed. So Im assuming it needs to be repined or its not compatible. I repined it asas if you were ready to plug it in to the vehicle, the blue wire should be on the top right side, the black wire should be on the middle right side, the red wire should be on the bottom right side and the bottom left side should be the white ground wire. Truck has very low miles theres no corrosion and trailer works with my other trucks fine. So would it be in the trailer brake that is bad or vehicle wiring?

The correct brake controller install harness for your 1999 Chevy Silverado would be the part # 3025-P which I attached a picture of that details where each wire needs to be. I am not totally sure if I am reading what you said correctly but it does sound like your pin out is incorrect currently.
