I recommend the Curt Trailer Hitch Receiver # C13394 for your 2019 Toyota Highlander XLE. This receiver is custom fit for your Highlander and is capable of towing a trailer up to 5,000lbs and supports a tongue weight up to 500lbs. I prefer this receiver as it has a hidden cross tube that gives it a much cleaner look.
If you need a receiver capable of more weight than the Curt, I recommend the etrailer Trailer Hitch Receiver # e98844. While this receiver does have a visible cross tube the matte black powder coat finish blends in well with the fascia panels making it appear to be a factory receiver.
Both receivers rely on your spare tire not being on an aluminum wheel and all the information I can find shows that the XLE trim only came with a steel spare wheel. I do recommend verifying this as I would hate for the receiver to show up and you have an aluminum spare wheel under your Highlander. If you do find an aluminum wheel let me know and I will help you find a receiver that will work with the aluminum wheel.
I do recommend installing either the Tekonsha 4-Way # 118449 or 7-Way # 22119 while you are installing the receiver. In my experience I find that the Tekonsha convertors are more durable than others. Some of the wiring you will be accessing is in the same areas under your Highlander as the receiver. The 4-way will allow you to use Auxiliary Lights # C53201 with any hitch mounted accessory that may impair the view of your taillights to other drivers or connect to most small trailers. Larger trailers will use the 7-way connector as they will require a brake controller like the Tekonsha Prodigy P3 # 90195 or have a battery that needs to be charged through the vehicle. The 7-way kit will include the wiring necessary to use the brake controller and provide power to the charging circuit.
To secure the 4-way connector you will need the Mounting Brackets # 18144 and # 18140.
To secure the 7-way connector you will need the Mounting Brackets # PK12711U and # C57202.
