The # C59496 is indeed compatible with your 1997 Civic. The wiring harness would tap into the existing tail light circuits, which are easiest to access from behind the tail light assemblies. Here is a brief run-down of the install. Access the rear of the tail light assemblies, and starting on the drivers side, activate the left turn signal. Use the tester on each wire until you find the one that lights the tester. When found, tap the yellow wire into that circuit. Turn on the running lights, and test remaining wires until the tester lights. When found, tap the brown wire into that circuit. Do the same for the brake lights. Then, go over to the passenger side and activate the right turn signal. Probe wires looking for the one that makes the tester blink and tap the green wire into that circuit. Typically, you will need to remove the threshold and run the wire behind it.
I have linked you to an install video showing the wiring harness being installed on a similar vehicle. The wire colors of the harness feeding the tail light assemblies will be different, but the procedure shown for determining which wire serves which function will be the same on your vehicle.
