I have a solution for you, but wheel-mount bike racks such as the Kuat NV 2.0 Bike Rack # NV22G-NA22G are not typically ideal for bikes with a fender or basket. This is because the hook that mounts around the tire could interfere with and cause damage to the fender or basket. That said, I attached a photo that a customer submitted, showing this rack being used with a bike that does have a front fender and basket.
While the Kuat NV 2.0 could potentially work for you, I still recommend going with a different style bike rack that is more suitable for your setup. The Curt 4 Bike Platform Rack for Fat Bikes - 2" Hitches # C18087-FB would be an excellent option for you. Not only does this secure the bikes by their frame to make it compatible with fenders and baskets, it also can be converted from a 4 bike rack to a 2 bike rack just as the Kuat NV 2.0. Locks are included to deter theft of your bikes and an anti-rattle hitch pin bolt is included to reduce wobble and vibration at the shank.
Keep in mind, if you plan to transport any oddly shaped bikes like women's, children's, or step through bikes, then you will need to grab an adapter bar such as # SR0500 for each bike. I attached a detailed demonstration video to assist you.
