We have exactly what you are looking for.
Starting with the base plate kit for your 2021 Jeep Wrangler we have the Blue Ox Base Plate Kit - Removable Arms # BX1139. The removeable arms on this kit are nice as when you are not flat towing you can remove them helping the kit to better blend in to the front of your Jeep.
For a compatible tow bar I recommend the Blue Ox Alpha 2 Non-Binding Tow Bar # BX7380. This tow bar has a 6500lb towing capacity which is perfect for your Wrangler, and the non-binding arms make it so you can quickly and easily unhook your tow bar even if your Jeep is parked on un-even ground. The # BX7380 includes safety cables so you do not need to purchase them separately.
Moving on to tow bar wiring I recommend the Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267 as we do not have any Blue Ox wiring for your vehicle at this time. This kit adds a 6-way connector to the front of your Jeep and the included6-way to 7-way connector connects to the 7-way on your tow vehicle to power your Jeeps lights while it is being flat towed. I like this kit due to the diodes which protect your factory wiring from back feed or other damage.
Next for a supplemental braking system I recommend going with the Blue Ox Patriot # BLU37TR due to it being very easy to install, and since it gets completely removed when you are done flat towing you can use it in multiple vehicles if needed. For your Jeep you will need the 12v outlet kit # RM-9332 to power the system.
Lastly you will likely need a high-low adapter to level your tow bar to your tow vehicle so I have included a link to a helpful article that goes over how to measure for the correct adapter, and a link to our selection of high-low adapters for you to take a look at.
It is always a good idea to check the recreational towing section of your owner's manual as it will list any flat tow restrictions, and any special steps to make your vehicle ready to be flat towed.
I included videos of the products mentioned for you to take a look at.
