I have a solution for you to add a hitch to a 2006 Ford E-350 van, but the F-350 and E-350 are two completely different chassis' so they'll have different hitches for them. If you need a hitch for a 2006 Ford E-350, the Draw-Tite Ultra Frame Trailer Hitch Receiver w/ Cast Center - Custom Fit - Class V - 2" # 41945 you were looking at is a great choice that will give you a Class V hitch on your Ford van.
If you're going to be towing with this hitch then you'll also need a wiring harness, ball mount, hitch ball, hitch pin and clip. For the wiring I recommend using the Curt T-Connector Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # C56020, which gives you a plug and play installation and puts a 4 way plug on your van to power the trailer lights.
To complete your towing setup, using a ball mount kit like the etrailer # EBMK2416 is a great choice since it gives you a ball mount that can be used in either a rise or drop orientation, plus 2" and 2-5/16" hitch balls, a hitch pin, clip and carrying bag.
