Since you do not have the tow package I am assuming you do not have a factory trailer connector. In that case I would recommend you get a Curt T-Connector Custom Fit Vehicle Wiring # C55369.
This is the recommended wiring harness for the 1999-2004 Jeep Grand Cherokees, I attached a review video and installation instructions for this product for you to check out also.
