Since the Tekonsha Prodigy P3 # 90195 is a proportional controller it is normal to only see 2 volts when applying the brakes if you are not moving, even though when you use the manual override lever you are seeing 12 volts.

The # 90195 has an internal inertia sensor that detects the braking intensity of your vehicle and uses that to determine how much voltage to send to the brakes of the trailer to get even braking.

If you are seeing this low voltage when driving then I recommend first increasing the gain on the controller as that is what controls the braking power. You will do this by pressing the up arrow on the left of the controller.

Lastly since the # 90195 has a built in inertia sensor you will need to make sure it is mounted level side to side, and is pointing the direction of travel as shown in the included diagram or else the sensor will not be able to accurately determine when you are apply the brakes.

I included a video review of the # 90195 for you to take a look at.
