Does this riser have the same whole spacing and diameter holes as the Fastway hitch shanks specifically the Fastway part number 92-02-4315?

Yes the Equal-i-zer and Fastway shanks like the # EQ90-02-4400 are interchangeable. The whole spacings and diameters are the same.
