is the 13 1/4 inch bar too long for my Ram 1500 ? and compatible with the fastway e2 sway control?

The overall height of the Curt shank part # C17123 being 13-1/2 inches would not be too tall for a full sized truck like your Ram 1500. This shank is also perfectly compatible with a Fastway e2 system like you have as well so it would work great in that regard as well.
