Is Stainless Steel or Chrome etrailer Hitch Lock Harder to Cut

Between the stainless vs. chrome versions, which metal is harder to cut or ply open? What alloys are used for the pins and locks?

Technically, chrome is harder than stainless steel but it isn't going to be a difference between stopping a thief or not stopping one. If a thief really wants to, they'll be able to remove any lock, locks are more of a theft deterrent and both require effort to be removed. There aren't specific alloys for the pins and locks, they are made of steel (though all steel is technically an alloy, of course).

Having said all of that, the better option between the etrailer Trailer Hitch Receiver Lock for 2" Hitches - Chrome # e98880 and Stainless Steel # e98882 due to its optimal corrosion resistance is the stainless steel option:
