Will this carry a 60 lb ebike on my Kia Soul? The hitch is 1 and 1/4.

If you have a class I hitch # 24839 on your 2013 Kia Soul then you can use the Kuat Transfer # KU64FR. This is compatible with your 1-1/4" hitch receiver and can hold up to 60lbs per bike. If you were to add the one bike add on # KU57FR then you would only have 40lbs per bike.

The Kuat Transfer part #KU74FR that you referenced will fit both a 1-1/4 inch and 2 inch hitch equally well. The metal sleeve adapter that allows it to fit the 2 inch hitch size provides just as solid of a connection as the 1-1/4 inch hitches.
