Are the 9 inch Snap pads for 5th wheel sold in smaller quanties? I only need 2.

Yes, for smaller quantities than what's included with the 4 pack of the 9" SnapPad Jack Pads # SP54FR4 you can use the part # SP54FR, which is just for a single pad.

There isn't a 2-pack available but you can just order two of # SP54FR to get exactly what you're needing.
