I've linked the installation instructions of the Curt Tow Bar with Adjustable-Width Arms - Car Mount - 2" Ball - 5,000 lbs # C19745, but this is a universal style tow bar so there are not vehicle specific instructions that are applicable to your 2017 Chevy Spark.
This tow bar is typically used on vehicles with steel bumpers, so you will need to mount this to a flat, metal section of your vehicle's bumper; this may require modification of the bumper and holes to be cut. It is also noted in the instructions that clevis mounts should be spaced equally from center line of vehicle. Recommended clevis mount spacing is 26" to 41", with 33" preferred.
