The better 175/80-13 trailer tire between a bias tire and radial really just depends on the application. Neither option is better in particular for either load or sway which you specifically asked about, so long as you get the correct load rating. That said, bias tires are really only best for agricultural use while radial tires are best for normal, everyday roadways.

The reason for that is bias tires have cords which run diagonally while radial tires have cords that run from side-to-side. What this does is result in radial tires flexing more, running cooler (which means they last longer), and providing better road traction. The stiffness of a bias tire though means it is better able to handle the uneven, shorter trips of agricultural use.

So for 175/80-13 tires for standard RV use I recommend radials, the Karrier ST175/80R13 Radial Trailer Tire, which you can get in different load ranges, such as Load Range C (1,360 lbs) # AM10199.

For agricultural use, the better option is the Kenda ST175/80D13 Bias Trailer Tire, which is also available in different load ranges, such as Load Range C (1,360 lbs) # AM1ST51.
