Is there any existing route for controller wiring from under hood to controller?

There isn't any brake controller wiring on your 2020 Subaru Outback Wagon from the factory so you'd have to hardwire the connections. Using the # ETBC7L that you referenced would be the easiest with the Curt Echo Mobile part # C51180 which basically just plugs into an active 7-way and once synced to a smart phone is ready to tow with. With the # ETBC7L you just have to run one wire up to the vehicle battery whereas other routes require considerably more wiring.
