2009 Lincoln Navigator without the factory tow package does it have a plug at the back bumper to run a seven pin connector?

If your 2009 Lincoln Navigator does not have the factory 7-way, then it should have the factory 4-flat at the rear, which will allow you to add a 7-way. What you will need to add is the Trailer Connector Adapter - 4-Way to 7-Way RV and 4-Way Flat # C57672.
