I would like to know the inside Diameter of the outer tube for the BX1 coupler . and will it work on part #1289020300

The Bulldog Gooseneck Coupler Outer Tube part # BD0233010300 is designed to accept a 4" diameter inner tube so the inside diameter will be just slightly larger than this. It would then be compatible with the Bulldog BX1 Gooseneck Coupler Inner Tube part # BD1289050300.
