What Prevents Shank of Swagman XC Bike Rack from Wobbling in 2 Inch Hitch Receiver

On the Swagman Bike Rack #S64650 for two bikes how can it fit both a 1 and 1/4 and 2 trailer hitch and still be a tight fit on a 2 trailer hitch? thanks

The Swagman XC # S64650 features a steel adapter sleeve as shown in the provided photo. With the adapter sleeve in place, the rack can be used in a 2 inch hitch. When the Allen bolt is removed and the sleeve is slid off, the rack fits into a 1-1/4 inch receiver. The rack includes a threaded anti-rattle hitch bolt, but a locking version is sold separately as part # S64029. The anti rattle hitch bolt uses a threaded bolt along with a threaded insert that's installed in the bike rack's shank. When installed and tightened down, the bolt draws the bike rack shank tightly against the side of the receiver tube, taking up any gap that might be caused by differences in the manufacturing tolerances between the rack and the hitch receiver tube.
