how can i determine the wheel brg id of a 2002 tracker trail star boat trailer without removing the hub?

The short answer is that you cannot. You will need to pull the hub and get the numbers stamped into the bearings to find the correct replacements. It is possible that if you know the spindle part number and/or dimensions that you will be able to determine the seals that way.

I also may be able to figure it out if I had the bolt pattern of the wheel, see link, and the axle capacity. The best way is to pull the hub. I have included a link to a video that might help. If you are going to replace bearings anyway you will have to pull the hub at some point.

Technically speaking, once the bearings are initially packed, you shouldn't need to repack them. I'd still recommend breaking the hub down occasionally to inspect the bearings and races to make sure everything's in good condition.
