can this coupler BDO28243 be bolted on ?

The Bulldog Collar-Lok Coupler, # BD028243, is designed for weld-on applications and should not be bolted on because it was not designed to be installed this way. Doing so will void the warranty and can even compromise the structural integrity of the coupler.

You're correct. The repalcement for your existing B12EA-22 brake would be #AKEBRK-7R-SA for the right side and #AKEBRK-7L-SA for the left.
