Does Tongue Jack Weight Refer to Tongue Weight or Trailer Weight  

Question:

I have a 1200 lb or so probably 1600 loaded tear so has just 120-160lb tongue weight. Is this weight reference on this or other tongue jacks referring to tongue weight or trailer weight?
