I recommend the etrailer.com hitch part # e98847 for the 2019 Subaru Outback Wagon which provides an inch more ground clearance than the other hitch options for the Outback Wagon. The extra clearance is helpful when carrying a bike rack when driving in low ground clearance situations such as backing down a hill. I have attached an installation video for your reference.
For an easy to load bike rack, I recommend a platform rack because you won't need to lift the bikes to put them on the rack. Your best option is the Thule EasyFold XT 2 E-Bike Platform Rack - 1-1/4" and 2" Hitches part # TH903202 which comes with a 48" ramp that allows you to roll the bikes up onto bike rack instead of lifting them. There is also a tool free tightening knob that allows you to tighten the rack into the hitch to prevent rattling. I have attached an installation video for your reference.
