Can I use the RackEm # RA20 to Move a 1300-lb Tear Trailer?

I want to purchase a trailer dolly for my small tear trailer Weight: 1300 lbs., Tongue weight 130 lbs.. Does the weight mentioned on trailer dollies refer to tongue weight or trailer weight ?

The Rack'em # RA20 is rated for 500 pounds tongue weight, or downward pressure on the tow ball. This will easily handle your trailer.
