Solution for Preventing Water Damage on Trailer Tail Lights

How can I make these tail lights waterproof without using silicone caulk?

The Bargman Tail Light # 30-92-003 that you referenced is a non-submersible assembly so other than adding sealant to its attachment there isn't much you can do to further protect it from water. If water exposure is a big concern for your application your best option will be to go with waterproof light assemblies instead.

I recommend taking a look at the Optronics LED Combination Trailer Light Kit # TLL16RK, which includes two sealed, waterproof light assemblies that are fully submersible and won't be prone to any shorts or damage caused by water. It will act as a stop, turn, and tail light and its LED bulb will last much longer than incandescent alternatives.
