The closest ball mount we have to what you are looking for is the Brophy Ball Mount part # EA20 which has a 1 inch rise and is 9-3/4 inches from the center of it's hitch pin hole to it's ball hole.

How about one that is a bit longer like the part # 4284 which is 12 inches long instead.
