The Super Titan 4000 Trailer Hitch # 38208 is actually designed to fit a C-channel frame. To determine if it will fit your 2000 Dodge Ram 3500 you just need to make sure that your frame is about 34" - 34-1/2" wide and is at least 8-3/4" tall. I spoke with my contact at Reese who said that the outside dimensions with the spacers is 34-1/2" but when you remove the spacers you get the 34" width.
If you are needing bigger spacers I highly recommend not fabricating some as then the weight capacity of the trailer hitch will be unknown and you would need to get longer bolts so you would really be modifying the entire unit. In this case I recommend using the TorkLift Dual receiver Trailer Hitch # TLD1100 which is a custom fit for your pickup as long as you have the standard or step bumper. This has a reduced towing capacity of 17,000 lbs but it can be bumped up to 20,000 lbs if you use a TorkLift SuperHitch Everest Weight Distribution (WD) System # TLWD1000, provided that your Ram can handle the weight. If it can then you need a TorkLift WD shank (see linked selection) and an appropriate hitch ball like part # C40008.
