My technical contact at Hayes said their Engage Brake Controller # HA81760, the item you referenced in your question, could display the error code CL (current limit) if the trailer's brakes are trying to draw more current than the controller is intended to deliver. This controller is designed to power up to 6 brakes (2 each on three axles).
If you are not exceeding the number of brakes that can be connected then chances are that there is a short in the brake circuit that is allowing excessive power to be drawn from the controller. Check all of the wiring on the trailer's brake circuit looking for any signs of damage such as a pinched wire or a wire rubbing on the frame or other parts of the trailer.
I also linked a couple of troubleshooting articles to assist you.
