The Curt Cargo Carrier you mentioned, part # C18150 has a fixed shank that is 11 inches from the center of the hitch pin hole to the nearest part of the carrier, which will most likely be enough to clear your spare tire. Just to be sure, I would recommend taking some measurements to confirm.

Have a helper hold a straight piece of lumber like a 2x4 up flat against the rear of the spare. Then, measure rearward from the hitch pin hole in your receiver until you hit the piece of wood. Then, measure 3 inches up from that point. This represents where the closest point of cargo carrier would be in relation to the spare tire.

If this measurement is less than 11 inches, the cargo carrier will fit.

If you find that you do not have enough clearance to use the Curt model, we offer a Surco Spare-Tire-Mounted Cargo Basket, part # SPSJ4319 that might work for you. To install, you would remove the spare tire, slip the carrier mounting plate onto the tire studs, and then replace the spare tire. The carrier would then slide onto the mounting plate. Although the Surco carrier is smaller than the Curt carrier you mentioned, it might still work for your needs.
