I went to put the power on when I got a small shock as it is really windy and normal where I am. Should I hit the reset button?

Yes, try resetting it if you can. You may have popped a fuse too. There should be a 15 amp fuse that runs to the remote as well as 35 amp fuses in the control module like part # LC304136. Verify that all of the fuses are good.

It actually is just that, an antenna. I spoke with my contact at Lippert who said that some models of the Lippert Ground Control 3.0 #LC358590 are wireless. The antenna on the Control Module #LC304136 is there for those systems.

Sounds like the panel is active but the display isn't working. You've done about everything you could to reset it so you'd need to replace the panel with the part #LC421484 that you referenced.
