For an electric over hydraulic brake actuator for your 6,000-lb tandem axle boat trailer with disc brakes, I have the Dexter Electric Over Hydraulic Brake Actuator, part # K71-651, that you have referenced and the Carlisle HydraStar Electric-Hydraulic Actuator, part # HBA16.

They will both require a breakaway kit like the Dexter Breakaway Kit, part # 34-285, or the Carlisle Breakaway Kit, part # HBA-EBA. The breakaway kit is required to apply the trailer brakes should the trailer become disconnected from the tow vehicle.

In addition to the breakaway kit, you will also need a brake controller that is compatible with electric over hydraulic brakes if you do not already have one. For a brake controller, I recommend the Tekonsha P2 Brake Controller, part # 90885. This controller works with electric over hydraulic or just electric trailer brake systems. I am including a link to the installation details for you to view.

Both are excellent choices for an electric over hydraulic actuator on your trailer. They are so similar that it would be hard to pick one over the other. If I had to pick one I would choose the Dexter actuator just because the breakaway kit is less expensive than the Carlisle breakaway kit.
