So long as your 1996 Ford E-350 is a full size van the best option is the Curt Trailer Hitch # 14053, which isn't a Class V, but it is a Class IV with a 10,000 lb towing capacity and 1,000 lb tongue weight capacity.
For wiring which will give your full size van a 4-way connector and allow you to power your trailer's lights you need Wiring Harness # 118344. It is also recommended you use Dielectric Grease for Electrical Connectors # 11755 to help prevent any type of corrosion in your connector, which will increase its durability and extend its lifespan.
