Can a 2016 Ford Fusion be Used to Carry a 200 Lb Scooter

I have a 2016 ford fusion SE 2.0 engine can this hitch be used to tow a 200 lb scooter the company that delivered the scooter said it only had a 250 lb tongue capacity I thought it had a 350 lb capacity

I do have an option for you but your 2016 Ford Fusion only has a 200 tongue weight capacity. The Curt Trailer Hitch Receiver part # C12091 that you referenced which is a fit for your Fusion has a 350 lb tongue weight capacity but since the vehicle is lower it will need to be the figure you abide by. The weakest component when you are towing or hauling is always going to be your limiting factor.
The other issue you would run into trying to haul a scooter with the above trailer hitch is that it has a 1-1/4" receiver tube opening which means the amount of available carriers is going to be extremely limited. There are 1-1/4" to 2" adapters available but they will reduce your tongue weight even further. If you were able to find a lighter scooter that would fit on the 19x47 Curt Cargo Carrier part # C18110 (30 lbs) then that would be your only real option save for purchasing a trailer to haul the scooter on. The scooter and carrier must both be under the tongue weight capacity of your vehicle.
I am aware this is more than you were likely looking to spend but with safety in mind, the Detail K2 Mighty Multi Utility Trailer part # K2MMT4X6 would be the best option we have for you. In order to tow this trailer you would need a trailer wiring harness like the Curt T-Connector Vehicle Wiring Harness part # C56351, a ball mount like the Curt Class II Drawbar part # C45016, and a hitch ball like the 1-7/8" Hitch Ball part # A-80.
