Does this come with four 1/2inch bolts AND four 1/2inch nylon lock washers to mount the hitch head to the legs?

Yes, I went out to our warehouse and checked the Replacement Hardware for Reese 16K Fifth Wheel Head Assembly and Head Support part # 30583. It does indeed come with four 1/2" hex head bolts and four 1/2" nyloc nuts which will be used to attach the hitch head to the legs.

The Reese #RP30727 Replacement Base Legs are the correct legs to replace the slider on your Reese #RP30047 hitch. I've linked to the owner's manual for the #RP30047, in case you no longer have it.

I believe you are looking for the Replacement Hardware for Reese 16K Fifth Wheel Head Assembly and Head Support #30583. These bolts mount the head cross assembly to the legs and are only available in the kit.

For the Reese/Pro Series 15k fifth wheel hitch you have the way to order replacement pins for the head of the hitch is with the part #30583 which does come with additional hardware but it's only way to get just the pins.
