What is the width of the upper arms, they appear less wide than the bottom basket.

You are correct and the upper arms are narrower than the basket at the bottom of the Viking Solutions Carrier part # 310-VSR201. The top one is going to have an inside dimension of 29-1/2 inches long, by 14-3/4 inches wide.

The bottom basket is going to be slightly larger. The inside dimension is going to be 32-5/8 of an inch by 17-5/8.
