Can Hanging Style Bike Racks be Tilted With Bikes Still on them

Can any of these racks be tilted down while two bikes are still loaded on the rack?

Hanging style bike racks, like the Thule Camber 2 part # TH9058 you referenced, are meant to tilt only when the bikes are unloaded. This is a great feature for accessing your rear hatch or trunk without having to take the whole bike rack off, but if the bikes are still loaded it is a little more inconvenient.
If you are wanting to keep your bikes loaded and access your rear hatch or trunk area then you would either need to use a swinging bike rack like the Apex Swing # TH9027XT or a platform rack like the Transfer # KU74FR.
The swinging bike rack is a great option if you have a 2" receiver and you would like complete access to the back of your vehicle while the Transfer is a great option because the tilting feature is a little easier to operate than swinging the whole bike rack out of the way.
