To determine if the Aluminum Hi-Spec Series S5 Trailer Wheel - 13" x 5" Rim - 5 on 4-1/2 - Black Item # AM22323HWTB will fit your 1998 Jayco Hawk you are going to need to know your bolt pattern. This wheel has a 5 on 4-1/2" bolt pattern and if you are unsure of what your bolt pattern is you can follow the link to the help article on how to measure wheel bolt pattern that I've added for you.
This wheel is 13" diameter x 5" wide and will fit a variety of tires, so long as those tires are 13" in diameter. The Aluminum Hi-Spec Series S5 Trailer Wheel - 13" x 5" Rim - 5 on 4-1/2 - Black Item # AM22323HWTB is absolutely safe enough for a camper, and has a capacity of 1,740 lbs.
In terms of the lug nuts, they need to be 1/2"-20 such as the Lionshead # LHLR103; keep in mind this wheel does not come with a center cap, the correct one will be 3.19" such as # 319EZ.
