Is a utility trailer with 13 inch tires big enough for hauling a golf cart on the interstate at say 65 mph.

13 inch trailer wheel/tires like the size 185/80-13 like part # AM1ST79 are rated for up to 81 MPH. Most trailer tires are only rated for 65, so if 65 is the limit you have then you'd be good.
