The Trailer Valet 5X # STC-V211 is rated for 500 lbs of tongue weight. If your 2006 Fleetwood RV Highlander Sequoia 4031 Popup only has 290 lbs of tongue weight then this will do an excellent job at moving your trailer. If you have a drill handy then you may also want to use the attachment # TVDA which makes moving the trailer that much more effortless.
Although the tires aren't the best for off-road applications like dirt and gravel, if the ground isn't soft then you shouldn't have much of a problem. If you read the customer reviews regarding this matter it is kind of hit and miss, but keeping away from soft ground seems to be the common theme.
