are there special lug nuts required for these wheels? and will these wheels handle the load of a 28 foot enclosed car trailer?

The Westlake ST225/75R15 Radial Tire w 15" Liger Aluminum Wheel # LH36FR does not require special lug nuts. The steel inserts in the lug nut wells help prevent the holes from wearing down and ensures the wheel stays secure to your hub. You may choose to use lug nuts like # LHLR103 for 1/2 inch or # LHLR110 for 9/16 inch based on desired look and wheel stud size. Many people also choose the center cap # LHCS108-SI60C for their desired presentation.
