The better modern proportional trailer brake controllers such as the Prodigy P3 # 90195 are less dependent on their installation position for proper operation. Older controllers could sometimes have issues with steep terrain but not newer models like the P3.

The P3 can be positioned anywhere in the vertical plane, a 360-degree operating range. Other controllers, such as the Primus IQ # TK90160 for example, need to be positioned within a narrow vertical range of 0 to 90-degrees.

The Prodigy P3 would be free of any issues related to use on steep inclines and is a good choice for travel in mountainous regions. It also offers you multiple storable settings that you can call up as needed. You can see an install in a 2011 Silverado in the linked video.
