if my 5er has a gross wt, of 17000 lb. will an 18,000 lb hitch work or should I use a 20,000 lb hitch for an extra margin of safety? 2015 Chevy Silverado 3500

For your 17,000 lb GVWR on your 5th wheel, you will be fine using an 18,000 lb hitch like the B&W Patriot 5th Wheel Trailer Hitch # BWRVK3255. The hitch will be just as safe for your trailer as a hitch rated for 20,000 lbs because you will still be well under the capacity of the hitch even when your trailer is loaded to capacity.
